a) direct providers of microfinance on a retail basis, such as cooperatives, formal financial institutions such as banks or non-stock, nonprofit, non-government organizations; and
b) network organizations or local associations, not engaged in the wholesale of microfinance loans, whose members are microfinance institutions that provide microfinance on a retail basis.
